This research deals with the study of the process of urban expansion in the periphery of the city of Juliaca-mucra sector, identifying the proximity of the green area in relation to the inhabitant and characterizing the activity in public spaces; Qualify urban habilitations if they comply with local regulations and identify types of roads and existing urban facilities. Thus, the starting point is the "urban voids", with the purpose of establishing guidelines to form a system of green spaces considering the incidence of urban voids in the development of public habitat policies from a systemic approach to the territory taking into account the multiplicity of actors involved in it. To this end, it is proposed to investigate the role of green spaces and urban voids as key elements in the processes of urban expansion since they provide quality and quality to the city with an impact on the quality of life. The expansion of cities towards the periphery in recent years has generated interstitial, abandoned, deteriorated, residual spaces, without function or activities that they can contain, where it shows the reality of a dispersed city, this situation does not give rise to the continuity and articulation of it.
